You can filter the content on fire wall, gateway and mail servers. However, it can be quite difficult if you require not influencing the business activity. For instance, if you obstruct all the ActiveX through the fire wall or IPS, you can't carry out the updated service of Windows.

Creating a host file or DNS record can be very helpful to solve the well-known malicious code on the local mainframe. Cause it can limit the malicious code in a PC and stop it from infecting and spreading to another one. On the other hand, you can create a blacklist that lists out the websites need blocking in the fire wall.

Finally, you might consider any other browser instead of the Internet Explorer, because they all have function that can stop browsing and take down your browse. However it is not suitable for a big business.
