Lithium ion batteries will not last longer than 2 or 3 years whether they are used for electronic smoking or set idle. A topping charge should be applied every 20 days when they are not used frequently. The topping charge will kick in at 4.05 V and shut off at 4.20 V. They are protected by an overcharge circuit. The cigarette battery charger LED light will not come on if a charge is not needed.

It is harmful to over-discharge the battery. The safety circuit is designed to cut off the electrical device below 2.50 V to prevent the cell from overheating from too high amperage. It is rendered unserviceable and a recharge is not possible. It will not operate when it reaches 2.7 to 3.0 V. It is shipped new from the factory at 40 percent charge to allow some discharge during storage before it is sold to a customer.

Fully charged batteries would corrode the lithium plating reducing the lifespan. The 40% charge allows for some discharge during storage before the battery is sold. This means you should charge a new battery you just acquired from the retailer before using it for electronic smoking.

The batteries should not be stored contacting metallic objects. Also they should not be stored next to magnetized objects of electronic transmitting devices.
