When going on a cruise, due to the new Western Hemisphere Travel Initiative (WHTI) you will need a passport to enter or reenter the United States. If you are on a closed loop cruise (leave and returning at the same United States port), then you will just need proof of citizenship. This can be a state issued birth certificate and a government issued identification such as a driver license or state identification card. Although, if what you have an older ARC card that does not expire you should get a new card first. However, if you have an older ARC without an expiration date, you might want to look into applying for a new card before you sail so you will not be detained for any reason. This way you can reenter and not worry about being held up for hours at the port.
