Know the job. Really break down the tasks and the requisite skills and attributes. Discussing the open role with a colleague can help you craft a clearer job description and pinpoint the areas of focus for interviews.

Ask behavioral questions. Probe for character traits relevant to your opening and ask for detailed responses. "Tell me"-type questions work well: "Tell me about a time you had trouble communicating with a client." "Tell me about a situation where you were in over your head." "Tell me the steps you take to ensure accuracy in your work."

Shhhh. If you're talking more than a third of the time, you're talking too much. Let them tell you why they're a good fit for the position.

Communicate about communication. Have an honest understanding of your communication style are you frequently available by email or IM? Do you respond quickly to questions? Do you need someone who will report progress regularly, or who'll just show up on deadline with the work completed? Make sure you know how both you and the contractor prefer to communicate.
