Rogues are one of the fastest classes to level in Cataclysm. They have virtually no downtime and consistant energy regeneration. I personally just finished leveling a rogue from 80-85 a couple days ago and it went smoothly with the proceeding build I used. We will utilize the Combat tree as our main spec because it's just easier and you have more weapon choices. This will work for even beginner rogues also.
First off, you have to decide on weapons. Generally as Combat you will use a slow main hand weapon utilizing instant poison and a fast 1.4 speed dagger in your offhand to apply deadly poison x5 quicker one you get to the appropriate levels. The reason why we would use a slow mainhand with higher top-end damage is because we will be using Eviscerate as our main finishing move after 5 combo points.
Talent Overviews:
Improved Sinister Strike: at 3/3 it will increase the damage dealt by Sinister Strike by 30% and reduces energy cost by 6.
Precision: at 3/3 will increase your chance to hit with weapons and poison by 6%.
Aggression: at 3/3 will increase the damage of Sinister Strike, Backstab, and Eviscerate by 20%.
Slice and Dice: at 2/2 will increase the duration of the ability by 50%.
Revealing Strike: Causes 125% of normal weapon damage and will boost your next finishing move on your target by 20% for 15 seconds. Also gives 1 combo point.
Lightning Reflexes: at 3/3 will help you dodge enemy attacks by 9% and raises your attack speed by 6%.
Combat Potency: at 3/3 will give your successful off-hand melee attacks a 20% chance to generate 15 energy.
Improved Recuperate: Causes your Recuperate ability to restore an additional 2% of max health and reduces all damage taken by 6% while active.
Adrenaline Rush: Increases your energy regeneration by 100% and attack speed by 15% for 15 seconds.
Savage Combat: at 2/2 will increase your total attack power by 4% and all physical damage to poisoned enemies increased by 4%.
Bandit's Guile: at 3/3 will cause your Sinister Strike and Revealing Strike skills to have 100% chance to grant you an evolving insight into an oppenent's defenses increasing damage to that target by up to 30%.
Restless Blades: 2/2 will cause your damaging finishing moves to reduce the cooldown of Adrenaline Rush, Killing Spree, and Sprint by 2 seconds per combo point.
Killing Spree: Step through the shadows from enemy to enemy within 10 yards attacking every .5 with both weapons until 5 assaults have been made, increasing all damage done by 20%. The same target can be hit multiple times.
Coup de Grace: at 3/3 will increase the damage of Eviscerate and Envenom by 20%.
Lethality: at 3/3 will increase the criticle strike damage bonus of Sinister Strike, Backstab, Mutilate, and Hemorage by 30%.
Quickening: at 2/2 will increase all healing effects on you by 20% and your movement speed by 15%.
Relentless Strikes: at 3/3 will cause your finshing moves to have a 20% chance per combo point to restore 25 energy.

There you have it. A tip is to make sure you build 5 combo points before you execute a finishing move. That is vital and you will notice a big increase to your damage output.
