Just because your computer switches on, it doesn't actually mean that it will boot properly. There are many problems which can prevent your computer from actually being able to boot into XP correctly. There are also plenty of reasons which cause problems with the safe mode in an XP computer.
Startup Disks
One option would be to use a windows XP startup disk. If you still have a floppy drive on your computer then this is the easiest option and should work very quickly. You will need to find a computer which is still working in order to make a boot disk. To do this right click the drive in my computer and select format. Then you will be able to choose the option to make the disk into a system boot disk.
Bootable CD
Most computers lack a floppy drive. This doesn't actually need to be a problem. That's because there are plenty of bootable CDs that you can use. You can create a windows 98 boot CD, or you can download one of the many boot CDs from the internet. One of the best is UBCD which can be downloaded as a bootable ISO from the internet and then burned onto disk.
Last Known Good Configuration
You could also use Last Known Good Configuration to correct all sorts of errors on your computer. This is the easiest way of rolling back all sorts of problems on your PC and making sure that it works correctly. This can be accessed easily by booting normally and pressing F8 at boot time. This will present you with a menu which can be used to select Last Known good Configuration.
There's only one chance of using this tool. If it doesn't work first time then there's no point trying again because it means that the backup must be corrupt.
System Restore
If you have booted XP in safe mode then you will be able to use system restore. Boot into safe mode and then open up the system restore function which can be used to roll back your computer to a time when it worked correctly.
Reinstalling Windows
If you still can't get windows to work correctly then you will be able to fix this by reinstalling windows. Boot from your original windows install CD and then follow the instructions to reinstall windows. Normally this will leave many of the applications installed and make it very easy to fix your computer.
