When those steps are done, headhunters will then submit their recommendations to the clients, who will perform the remaining steps towards recruiting the potential employee.

The initial steps are the ones that are more expensive for companies since these involve long periods of time and quite a number of employees to administer exams and conduct interviews. This is something that is being offset when a company taps a headhunter for the task since only a service fee will have to be paid by the former to the latter.
All that a purchasing recruiter has to do is to simply follow the instructions given by the client.
