Getting a plan implemented can be the most difficult element of making any changes. it really is a challenging process to get the parts, people and plan in place to make the changes that are essential or desired. Sometimes it's because there are not enough people trained in the new process, and sometimes it can be that there is a lack of material or machinery to do it the new way.

That is why it's very important to have a plan in place to reach the goals desired. First you have to have the foresight and the drive to fix the problems that nobody else wants to touch. Then you have to have the people to put the plan in place and carry out the plan. If you do not have the suitable people then you are probably wasting your time. If you do not have the right people, although you think that the people that you do have could be the right people with some work and training, then it's your job to get them ready. But you need to have them prepared before the changes are expected to be made.

You can not simply throw it at them and expect a sink or swim mentality to kick in. There has to be a plan in place and the plan has to include training the staff in how things need to be done differently. It isnt productive and it isnt fair to expect them to adapt just because you want them to.

You have to give them a reasonable amount of time to get everything together and a reasonable amount of time to work towards mastering the changes. Otherwise, there will be nobody left to make the changes and the companys productivity, efficiency and profit will suffer for it. Nobody likes to be pushed into a situation without having the right training or the proper tools to carry out the task.

Asking or expecting anyone to do it lacking these resources is unfair and unrealistic. All businesses and organizations have to manage to excel at their goals with limited, even short of resources sometimes, but when it is a new process and changes are being made, you have to do everything that you can to have what you need to make the transition as easy as possible. Any other way that you try and do this, will only make it more difficult.
