If you have an AVR or Automatic Voltage Regulator, make sure that this is also turned on.

If you still cannot access the internet, but the lights on the modem are turned on, check your browser's settings. Make sure that there are no proxies selected. You can try clearing up the history of the browser as well as the cookies and cache. After clearing the history, cookies, and cache restart your computer.

If you still cannot access the internet after doing the things that have been mentioned above, it is best for you to call your Internet Service Provider and state your problem. Ask first if there are problems which are at the side of the ISP itself and if the ISP tells you that there aren't any, tell them that you are having a problem accessing the internet.
