The Japanese construction industry is the third largest in the world but has witnessed tough times over the last five years recording a CARC of -3.65%. During 2008-09, the private sector capital investment declined further as the difficult economic environment resulted in loss of investors confidence. Public sector investment also continued to decline as government dropped public spending in budget allocation in order to reduce fiscal deficit, and the overall business environment for the construction industry remained sluggish resulting in 6.1% decline in industry value in 2009.
