They expect #1 positions to be guaranteed however this is simply not possible and Google state that SEO's can't guarantee rankings as they have no control over Google's algorithm, the same also goes for other search engines.
A truthful good SEO consultant will never guarantee things such as #1 rankings, or exact timeframes for results, they will also never guarantee exact placements, or say that they have priority placement and special deals with Google and other search engines, they will be lieing.
A good SEO will also never do mass submits to 100's of search engines, this will do absolutely nothing for the SEO rankings and is a pure waste of time / scam.
A good SEO consultant will provide high qualiy advice and services on on-page optimisation, off-page optimisation, and content creation advice, they may also create content themselves or employ writers who can create this content.
SEO is a process and clients should understand that SEO will take time.
