With a 20-year experience over the whole national ground, Ecosfera has at its disposal a direct and sound knowledge of different administrative realities (positions, roles, specific demands, emerging issues, organizational models and administrative procedures) as well as professional skills strenghtened through time. These two elements characterise the consultancy services offered to Public Administrations with regard to management, implementation, monitoring, control and evaluation of Regional Deveolpment Programmes financed by community funds (ERDF, ESF, ERDF Territorial Cooperation, EARDF, EFF) and national funds (FAS Underused Area Fund).
TECHNICAL ASSISTANCE
The Technical Assistance service provided to Public Administrations is entrusted to multidisciplinary working groups specialized in administrative, legal, organizational and sectoral issues (labour market, enviroment, aids, innovation, equal opportunities, infrastructures and so on); these groups support Public Administrations within their territory and are flexible and well-integrated in the organization. The latter characteristic guarantees a prompt and proper response to customers' requests. When providing its consultancy service, Ecosfera uses methodologies and operational tools "tailored" to specific contexts, as well as on-line tools for communication and co-management of the activities along with its customers.
MONITORING
Ecosfera's support to monitoring activities over community interventions is characterised by a high profile, with an integrated view of the service, aimed both at organizational aspects (administrative procedures, certainty and quality of data) and the development of proper informative tools. Over time, Ecosfera has constantly supported Regions and the Inspectorate General for Financial Relations with the European Union IGRUE in the development, implementation and use of informative tools, as well as in the activities of data survey, monitoring and communication and dissemination of information regarding the progress of Programmes.
EVALUATION
For years Ecosfera has provided Public Administrations with Independent Evaluation services of programmes financed by public funds. Skills used in providing these services refer to several evaluation methods and techniques of both qualitative (in-depth interviews, Delphy technique, focus group, brainstorming), quantitative (sample analysis, background analysis, shift&share analysis and so on) and qualitative/quantitative (multi-criteria analysis) kind. The independent evaluation service, as meant and offered by Ecosfera, supports programme management, partnerships, skill internationalization processes and communication, aiming at increasing administrative actions' efficinecy and effectivness.
