To me, "best" means the most lucrative or the ones that have the potential to make the most money. In those terms, the clear winner is Google Adwords!
However, there are a number of PPC networks out there. There are search engine PPC networks and social media PPC networks like that on facebook. If you are just starting out you should be focused on search engine PPC.
According to the internet marketing university WA:
Google Adwords: has 74% of the PPC market share.
There are also other PPC Search Engines that you can utilize to drive high quality traffic to your websites. The other "Top Two" are Yahoo & Bing (formerly MSN).
Yahoo Search Marketing has 16% of the market share.
Microsoft Adcenter has 6% of the market share.
Yahoo and Bing bring in approximately 22% of all searches online, so their search volume is only a third of what Google's market share is, however this traffic is high quality and will convert. If you are looking to expand your campaigns, these are the PPC engines you should consider.
