The recent arrests of high ranking leaders of North-East rebel groups, including the NSCN, from Bihar and Kathmandu and the Communist Party of India (Maoist) and recovery of sophisticated wireless sets, long distance remote devices, including voice mechanism, components of rocket launchers, AK-47 ammunition from in and around Kolkata reveal such a heinous design, a senior intelligence official said.
He said it was revealed during interrogation that these sophisticated equipments were procured from the Philippines, China and Pakistan through the North-East rebel groups.
It was revealed during the interrogation of the arrested leaders of the NSCN and a Manipuri rebel outfit that the North-East insurgent groups had already received orders of sophisticated arms, ammunition and equipments from the Maoists and recovered items were part of the first consignment. These kinds of information have also been corroborated by the Maoist leaders arrested from in and around Kolkata, the intelligence official said.
He said the Maoists had already contacted United Liberation Front of Asom commander-in-chief Paresh Barua, who was currently been shuttling between Aksai Chin and China. It is Paresh Barua, who has already coordinated the procurement of arms, ammunition and equipments from different countries like China, Myanmar, the Philippines and Pakistan, he said.
The senior official said during his visit to China, the ULFA leader had struck a deal with the arms dealers there for steady supply of arms and ammunition at a premium. We suspect the Maoists are one of the major beneficiaries of the deal, he said.
The official also refuted the Maoists claim that the ultra outfit had been working for the cause of the poor and said in reality the poor villagers, including the tribals, were the worst victims of inhuman tortures and mindless killings by the red terrorists.
He said the Maoists had been spreading their activities in new areas and indulging in robberies, besides extortion, not only from the businessmen but also poor villagers, to meet the huge requirement of funds for procurement of arms, ammunition and equipments.
We have also received reports that the Maoists are also patronising illegal opium cultivation in three-four states to raise funds for procurement of arsenal required for a full-fledged guerrilla war across the country, he said.
The senior official referred to the recent revelation by a Chinese website about a plan for Balkanising India and said the content of the Chinese website should not be ignored at all.
The content on a Chinese website speaks of a design to fragment India with the help of rebel forces. Chinas strategy makers, whose writings reflect the official thinking of the government, is a serious matter for us and we cant ignore it under any circumstance, he pointed out.
Moreover, he said, India could not afford to ignore recent reports on Chinese activities from Myanmar, Nepal, Pakistan and Sri Lanka. We have reasons to be worried over the reports of deployment of military personnel in the construction work in these countries. We have to be very careful because we know even the Chinese business delegation members work for their military intelligence, he pointed out.
Political observers, however, said both India and China should change their threat perception about each other and work together for the mutual benefit of both the countries.
They feel Russia can play a very crucial and constructive role in changing such threat perception of the two countries since Moscow has better relations and long term agreements with both Delhi and Beijing.
A long term agreement among Russia, India and China will not only help in overcoming many problems of the three countries but also ensure restoration of global balance, which is dangerously tilted towards the USA and NATO allies, they observed.
