Multi Crore Lottery business going on with the blessings of POWERFUL
The State Governments of Nagaland, Sikkim, Goa, Maharashtra, Kerala and Bhutan are openly defying the Directives and legislations enacted by the Government of India regarding The Lotteries (Regulation) Act, 1998 and Lotteries Regulation Rules 2010.
In a brazen display of arrogance these governments are carrying on with Double/ triple digit lotteries, which was banned by the Central Government in with effect from April 2010 due to the vulnerability of gullible poor people of India.
In furtherance to the said Act of 1998, the Government of India, made and published The Lotteries (Regulation) Rules 2010 effective from 1.4.2010 whereby the State Governments are prohibited to offer a prize on a lottery ticket or in an online lottery, on the basis of single, double or triple digit in any form or combination, as laid down in Rule 3 (14).
The Act also clearly mentions that no prize can be offered on any preannounced number. So how are the results of the lotteries pertaining to these states and Bhutan are declared by adding Suffix or a prefix 0-9/ 00-99 ? it is a clear violation of the act in the section 4(a), where First or First two numbers are fixed before the draw and results are taken out on 2 and 3 digits.
It is known that poor labor class is more prone to play on those tickets wherein prizes are based on single, double or triple digits. It is well known that a public member would definitely like to invent new circumventing methods to officially flout or violate the rules and regulations but in this unique case, State Government is adopting dubious methods to defy Central Legislation.
It is alleged by the knowledgeable circle that there is a nexus of officials of state government, politicians and a certain class of businessmen @ mafia who are involved in this multi-crore scam. Even after the letter written by the Home department to Government of Sikkim and Goa indicating violation of the rules, these states are sitting tight on the said issue without taking any action to stop these illegal lotteries. Only the state Government of Kerala has raised this question earlier to the Home department but surprisingly we realized that they them self are adding a Prefix A-E before their results.
When will the Government wake up to the issue is a million dollar question. Is any one listening please?
