Baggage weight limits are set by airlines and can differ drastically depending on how far you are flying. Also it can depend on which country you are flying to, and which class of passenger you're travelling with.

If you are travelling with an especially low-cost airline which is trying to maintain a no-thrills operation that cuts costs where ever possible it's essential to find out before hand if there are restrictions.

Catching flights from Portland to Madrid with a low-cost airline may not even allow you to take luggage that you can put in the hold as part of the price of the ticket. This is to make the price of the ticket seem cheaper than the reality: you often have to pay more than you expect when they start heaping the credit card fees, and luggage fees on.

When taking flights from Chicago to Amsterdam, travelling quite a long distance, the airline usually makes an allowance for hand-luggage and hold luggage. Your hand luggage must be within certain dimension guidelines. If not, your airline may force you to put it in the hold and charge you an additional fee. However, the restrictions on hand luggage are surprisingly liberal; you can take an awful lot in your hand luggage, so you can put some of your hold luggage on board with you to ensure you meet the weight limit.

Also always bear in mind that if you have baggage that is very heavy, airlines will more than likely be able to take it in the hold, but they will charge you an extra fee. Though expensive, this is often cheaper than sending the baggage via a parcel delivery service.
