When a person is worried about a particular thing, he or she tends to go around in loops, thinking about the same matter over and over again. Instead of thinking about what can be done to solve the problem or issue that is bothering them so much, they spend a lot of time thinking about it and go in state of helplessness. Worrying is a highly common behavior, while how frequently people may engage into it varies.
Some people are more like habitual "worriers", who engage in it all the time; some give themselves a few breaks and get back to the activity. In contrast, being concerned involves being more goal oriented, as a person usually has a specific situation in mind which has to be worked out.
For instance, it can be a situation that he/she may come across later in life, for which there is some reason to be concerned about. In order to get rid of the concern, people usually take the essential steps and get to action.
If an individual is concerned whether he/she would be able to study further or not, due to some financial issues that are going on, the person would take the steps which are necessary to eliminate the problem. He or she would either start a part time job, or may start saving up some money to spend it on his/her education in future.
Some signs which make it much easy for one to differentiate between a person who worries and one who stays concerned are: sweating excessively, being in an uncomfortable position while sitting, or shifting from one foot to another while standing. The ones who are concerned seem to be a lot calmer in comparison, and focused towards a certain goal that they have in mind.
These characteristics are enough to recognize both types of people by simply observing them, as one who worries who remain static at the same place, thus being so fidgety, while the one who is concerned would be in action making plans and preparations.
This basically shows that people who are concerned at times, have decided to change their old principals and techniques and are ready to adopt new ways of solving their problems. People who worry tend to stick to ways which do not seem to work well for them at all.
