The amount of SEO agencies appear to have maybe tripled over the last number of years, actually I would not be surprised if there were 10 times what there at the start of 2009. A lot of web designers have started supplying Search Engine Optimization as an add on, and non internet marketing agencies have turned to the web.
The prices seem to vary to massive amounts, with many companies providing SEO at very cheap prices which, if real SEO was being undertaken would mean they would be working at a loss with the effort it takes to carry out SEO services. I'm not sure if I believe the saying about how you get what you pay for, but in the SEO industry it's very correct. I would definitely advise going with a company that is not too inexpensive as the bets are that you are chucking away your advertising budget as they'll be either doing absolutely zero for it, or whatever they are trying to do is incorrect and will have no actual impact on your search rankings for targeted key phrases and increased traffic.
It's also advisable to steer clear of any random emails or sales calls from SEO companies, from my experience if a company is any good they would not resort to using telesales or spam emails to get customers, they would get found on the web by the many potential clients who are searching for them, the same as what they're promising to do for you.
A good SEO company will not need to find you, if you want SEO then you'll discover them.
With so many agencies now it's difficult to know who to choose. Good advice would be to ask about their past results, if they say they have a website on the first page of Google, don't settle with their word for it, check it yourself. Be sure to check that the results are their own work, there might be a link or name on the site to say so.
It's essential to consider what search term is being used in their example. If it's something that searchers will use to search, and what numbers of people will use it. If it is a low figure then it is an obsure word, that could mean not only will it send little traffic but it will have been simple to get to page one for. Achieving page 1 for a phrase that has no competition doesn't mean they will have the ability to do the same with your key words that you will use to deliver you more business.
