As far as the author's claim that you could make money within 15 minutes...
Probably not.
You could. It is theoretically possible, as in, people have done it before.
But until you get particularly good, or if you happen to be particularly lucky, you'll probably take a half a day or so before you actually see any response to your efforts.
What are the benefits of this system?

*No "list" necessary
*Easy to start
*Fast results
*Very high possibility of profitability
Honestly speaking, in the beginning, you may actually have to put in more than the 30 minutes weekly to see real profit. I'd say you should put in at least 30 minutes the first day, and around 5 to 10 from then on monitoring the system he has you build for improvements to make.
Don't, however, get the Easy Chair Millionaire if:
*You're just going to read it
*You want to have it all done for you
*You have your own profitable website or "list"
