A senior mandarin had commanded the garrison along with his administrative headquarters in a 'Yamen', which is a representation of power passed down by the emperor to the mandarin, despite its rather ordinary outlook of a rectangular structure with a tiled roof. After Hong Kong was ceded to Great Britain in 1842, this fort was entrusted with the duty of policing the Chinese part of the Hong Kong harbor, but was captured by the British eventually.
