Tip #1
Be aware of where you are. It can be easy to get distracted on the phone, texting, or reading the newspaper. But anytime that you are out in public you should be aware of your surroundings. If you think someone is following you make a point to look directly at them, you'd be surprised at how often this makes a potential attacker turn away. They're looking for an easy fight, they don't want you to be able to defend yourself.
Tip #2
If you do determine that someone is after you don't be afraid to confront them first. Ask them why they are following you and what they want, you can also catch them off guard by asking what their name is. Someone that is going to attack you is going to be nervous at being put on the spot and it will force them to make their move.
You actually want to provoke them into doing something, because once they are unprepared you have the advantage. Now you've put the fight into your own control, and you can deliver some punches and kicks that will not only hurt your attacker but make them unable to chase you for several minutes, this allows you to get to safety.
