Then, go to find and change the value data of "HungAppTimeout" and "WaitToKillAppTimeout" to 2000 or less than 2000. In this way, the computer will run much faster when starting up or shutting down the computer for it will automatically turn off the programs that have no response or reduce the waiting time for a non-responsible application.
