Above 25 degrees
At temperatures above 25 degrees is sufficient shorts and a summer shirt. Possibly a sweat shirt underneath, but that's not really necessary. Also shoes, simple short socks, gloves with short fingers and a helmet of course. I wear under the helmet itself is always a thin bandanna, but that's more because of a phobia I've ever gone up by three wasps in my helmet.
Between 25 degrees and 18 degrees
At this temperature sufficient shorts and a summer shirt. Then wear a sweat shirt. Actually be the same as above 18 degrees. Starting your morning just below this temperature, then maybe a windbreaker handy. It has no sleeves, an open back and never get too hot. Nevertheless, the front just enough heat to break the morning chill.
Between 12 and 18 degrees
Here is a very nice three-quarter pants. Especially knees like this fine. This also prevents knee problems later in life. Furthermore, a summer shirt with long sleeves is recommended. Arm warmers with short sleeves or just natural. Under the sweat shirt over a shirt (short sleeves). Also just shoes, socks, gloves with short fingers and then the helmet (and bandana in my case). Are you sure the temperature is closer to 12 than the 18 degrees Celsius, the windbreaker and definitely recommended. These keep your "body" at the proper temperature, without your excessive sweat.
Between 8 and 12 degrees
A three-quarter pants no longer suffices. Long pants or shorts with leg warmers. Also a long sleeved shirt (or sleeve pieces). Sweat shirt and windbreaker. Gloves with short fingers still suffice.
Between 0 and 8 degrees
Now it gets really cold. Long pants and winter jacket (which is thicker than a shirt with long sleeves). Beneath a sweat shirt, possibly with long sleeves. Also, the long-fingered gloves (winter gloves) from the cabinet. Continue on shoes and a thicker bandana.
Below freezing
Combine a pair of shorts (with pad) with long pants (no chamois). Further below, a winter jacket with a summer shirt with long sleeves. Beneath a sweat shirt with long sleeves. Winter Gloves and a thicker bandana cap or helmet. Try no longer than two to three hours to cycle, because in the end it becomes just too cold. Decision
The above is an opinion. Whether this is adequate or perhaps too much also depends on weather conditions like the shining of the sun, wind (wind and temperature) and any precipitation. In addition, free personal clothing. Some find it at 14 degrees nice in short sleeves, others find it a little bit chilly at 19 degrees. Keep that in mind also for yourself.
