Referendums are the vehicle of the rule of the people.
Once referendums are established in a society, the one person rule, or the one party rule or the ruling class are dislocated and vanish in favor of the people's rule.
Referendums mean the will of the people must be established and must be expressed.
Then, the role of the administration is but to apply the rule of the people. Administrations are not their to dictate their rule, nor to serve one person or the other, one clique or another, one party or another, but they execute the will of the people expressed in referendums.
Referendums put a terminated end to the one man ruling system. It does away with all forms of dictatorship, despotism, tyranny and dominance. It is the only guarantee to realize the equal sharing and equal distribution of power among all citizens r members of societies.
It is the only guarantee to democracy where all the society decide their own policies, political, social or economic.
Administration and all armed forced then serve to execute the decision and will of the people. If the people decide on war then it is the people who have to take the consequences, furnish the budget and sacrifice their fellow-citizens. If the people decide on peace then it is they who take the consequence.
If the people decide on their system of economy then it is they who will pay the taxes and the bills. It is they who decide on their social welfare and not one or a clique or party that decides. The people choose for themselves and the administration's task is to implement the people's choice.
Armed forces are not at the service of the one man ruler, as it is the case in every society in our world. Police forces are there to serve the people and not to be the dogs of the sultan leashed at every command given to them by the ruler.
Referendums are the means of direct democracy in Switzerland where the Swiss decide for themselves whether to remain neutral or not, what economic system they choose and what kind of social welfare state they want.
Referendums are necessary for all decisions and not only for major ones.
