This may give you little bit more information on exact error code your getting.

If that fails you should perform malware scan. Malwares are programs designed to make your life harder. They can corrupt your system and cause it to underperform. One of the best ways to find out if you system in infected with malware is malware scan. I recommend you look in google for free malware scanner lots of great options should pop up. One of my favorites is Malwarebytes. I highly recommend it.

If you have problems accessing your computer and performing the scan. Start your computer in safe mode. You do so by pressing f8 when your computer boots. A black screen should pop up with several options to choose. Use arrows on your keyboard to select safe mode and press enter.

After the scan go online and look for registry cleaner. Registry mechanic is a good software to go with. It cleans your registry out of all the junk and errors that is not needed. Operating system registry is a file that keeps all the needed information's that makes your computer software run.

Once you're finished with that it would be recommended to check your windows updates. Windows is a program that runs on your computer. You can check for updates by clicking start in the bottom left corner of the screen. Depending on the version of your windows you may not have start but a circle with colorful flag. Once you click on it you type update. Windows update should come up as one of the options. Click on it and follow the onscreen directions. It may take some time depending on the speed of your internet connection. Most of the time it takes from couple minutes to couple hours depending on the amount of updates your computer may need.

If everything else fails you can always reinstall your operating system in this case windows but that would take more computer skill and time.
