If you are thinking about becoming a painter and decorator there are a couple of routes you could choose from. Another option is for you to go to college and complete a course in painting and decorating, this shows future employers that you have the qualifications necessary and know what to do in the job. The only thing this wont give you is much work experience. However you may sometimes be placed in working environments to gain some experience whilst you're on the course.
