House transport chief says that would give time to conference with Senate version

The chairman of the House Transportation and Infrastructure Committee plans to complete the panel's crusher machine China work on the next long-term transportation legislation in May, an ambitious schedule that could get a long-sought national plan done this year.

Chairman John Mica, R-Fla., told the American Public Transportation Association in Washington, D.C., this schedule would allow time for Congress to hold a conference on differing House and Senate versions, and complete the bill in September.

He said some of the field hearings and town hall-style "listening sessions" his committee has scheduled around the country had been delayed by congressional votes, and are yet to be held.

"I don't have a bill in my back pocket," he said, "and staff hasn't drafted some secret legislation that we're going to pop mica crusher out. The plan is to finish the hearings" slated around the country.

Afterward, Mica said, in the final week of March he intends to hold two days' worth of hearings with stakeholders in the transportation industry, and then a separate session with congressional members who want to be heard before the committee actually begins drafting the legislation.

That means the T&I Committee would begin work on the bill in April, he said. "That's basically the game plan," Mica said, "that we can have a bill out in May, and then start conferencing that and have something in place by our deadline, which is Sept. 30."

After that point, he said, the presidential election will begin to heat up, and "major legislation sometimes gets left behind" in the election period.

Congress has already extended the current multi-year highway and related programs through the end of the current fiscal year on Sept. 30.

Transportation Secretary Ray LaHood has said he thinks Congress will get a new multi-year bill to President Obama to sign by the August recess of Congress, which begins Aug. 8.
