Better grades in the examinations can be availed only through hard work; evaluation of answer scripts is a challenge for evaluators: Assistant Controller Exams (University of Kashmir)
The average percentage of the students is not the fault of the university or the evaluators but the un-necessary expansion of university and college campuses with out adequate arrangements and the staff availability is affecting the overall development of the educational standard of a student, expressed (KAS Qualifier) Inam-Ur-Rauf Malik, Assistant Controller Examination, University of Kashmir in an exclusive interview with Journalist, Mushtaq Malik.
What are the reasons behind the average percentage of not more than 50-60% of the students of studying through University of Kashmir?
It is because of the low educational standard and the weak standard of English in the valley and during the process of evaluation of the answer scripts there is seen the fluctuating capabilities of students in their writing as one lot of answer scripts would be from the students who had written in good quality but at the same time there would be a lot of answer scripts of the students who would have written in poor quality. The better way of scoring good percentage in evaluation process is quality writing not quantity writing?
There are always allegations which the students and their parents make against the University of Poor Evaluation of answer scripts after examinations of different degrees. How do you take these allegations?
These types of complaints every time come to us but in answering this question I would say that in evaluation process these complaints are made against the evaluators. I am agreeing with the fact that at some times injustice happens with some students but that is rare. But at the same time I want to convey that many times a student may be wrong in alleging as the way he has written in answer script would not have been the recommended method of University.
What is the procedure in the selection of the persons for the evaluation purpose of the answer scripts?
As it is a reality that in colleges and university, there is not only permanent staff. So in order to prepare and declare results in a timely manner, university hire contractual staff. Other wise results will take more than six months to declare, in selecting such staff from contractual lists, it is framed rule that such staffer should not be less than 3-4 years experienced in the contractual faculty of colleges. And in such requirement injustice happens at some time, I will not rule that out but from some years to make transparency the Re-Evaluation process has been started to clear doubts, and for that only permanent faculty of colleges is allowed.
Suicide tendencies have been proved sometimes because of the unexpected results of the students. Is there any kind of initiative which has been created for the sake of checking the problem?
Suicide tendencies can not be recognized with ease. There are many cases, in which students suffer with fever due to the pressure of examination, it happens before examinations and also after the examinations. The point of suicide attempts are also there but that does not mean improper evaluation or injustice always, because sometimes a student when knows the reality that his/her papers are not written in quality then he feels some mental disorders and the societal, family and other aspects of life also compel them to attempt suicide.
It is a general vision of people for the University of Kashmir that by giving some notes of rupees every sort of problem and issues are carried out. How far it is true? And what are the other issues which are confronting with the weak educational standard of the student?
Well, corruption is an element which is created by an individual. Talking about University, here about 25 persons are working under me and among them 5 may be corrupt so the credibility of the 25 along with higher authority becomes a matter of dishonesty. I agree that there are some persons in the university who had established this menace but when these persons are supported and followed by others then the whole system comes under scrutiny. The other main problem of such concern which I am openly saying is the continuous expansion of colleges at many districts. The minister hailing from the particular area of the valley, in order to get the favour of that district without taking the proper analysis of the functioning of that project of establishing a college raises the issue in the assembly and with in no time he gets the college sanctioned for the district, example is Bandipora, Kargil etc. After inauguration, these colleges lack infrastructure, staff, libraries, and laboratories which take years to be made available for the students, so there it is a student whose educational standard gets affected by the negative activities of some of the individuals. As honorable Speaker of the legislative assembly, Mr. Mohd Akbar Lone also recommended one more degree college for Sumbal, Sonawari and from the next academic session the college will function. So where there should have been one college there we have three colleges.
Do you have framed any conditions for the conduct of examinations in these newly established colleges so as to make it transparent?
As in degree college Kargil, there are only two staffers who are permanent, one is Principal and second is a H.O.D. and the area is cut off from main channel of communication. So we tried to conduct the examination of the students of that college at Bandipore College but there we see the interference of the concerned M.L.A of the constituency who makes it as an issue in the assembly. 20 colleges were raised to 40 in just 5 years; here we see that unlike other parts of country or foreign countries where inauguration is done after complete establishment and infrastructure, inauguration is done only when a land has been specified for the construction.
Due to the adverse situation in Kashmir, most of the examinations of the University of Kashmir were conducted after the complete relaxation in the situation but In Islamic University of Science & Technology (IUST Awantipora) examinations were conducted even in the bad situations. Why not your University followed the same way?
Actually, in such situations we are helpless as the machinery of common life is compelled to stop functioning and despite in the situation last year we tried our best to conduct examinations on time, but due to the circumstances many students failed to appear in the examinations. The most important thing here is that when a student would not had attended sufficient number of lectures then conducting examinations is somehow a kind of formality not a responsibility. We do not conduct examination without completing syllabus in class rooms. So if the situation persists again in the valley then we have to follow the same procedure as was followed last year. If a degree was to be completed in two years, now such degree may take two and half or three years to complete.
Do you think that writing in the examination same as what has been in books or self writing is the best part of preparing for examinations? And is there any difference in evaluating the regular and distance mode answer scripts?
Well, it is difficult to judge in which book the paragraph is written as same as has been written by the student. But worthy and quality evaluator can judge such thing. And there is no difference in evaluation system of both modes of examinations as a distance mode candidate's answer script is not shown to the evaluator by detaching the first pages so he/ she is unable to judge the same.
Entrance examinations for the Post-Graduate courses are scheduled in next few days what arrangements have you made for the transparency purpose?
We have tried our best to keep transparency in the examination while providing OMR answer sheets and immediate uploading of the answer keys on our website. Students just have to study properly and do hard work in spite of making claims afterwards without authenticity.
