Thousands of people dream about being famous actors on TV. However 99% of them never follow their dreams thinking it is impossible. They would rather focus their careers on a path that is certain to get them a job and a steady paycheck.
They fail to realize that life only happens 1 time. Following your dreams should be everyone's number 1 priority. Do not worry about failing, disappointing your parents/peers, or getting criticized. As long as you stay determined and keep pushing step after step your dream will become a reality.
Now getting on TV is no easy task, it will take lots of commitment, stamina, and determination. Prepare your mind for getting turned down because in the beginning it will happen a lot.
Step 1:
Come up with an idea that you believe does not exist yet. TV networks are dieing for new ideas the problem is that most of the ideas they hear about have already been used. Make sure your idea is one of a kind and get it copyrighted!
Step2:
Build some hype around your idea to help prove people like it and that it won't be a flop. Build a website, a blog, a facebook page, or whatever to show it has potential.
Step 3:
Submit your idea. The problem is that many networks do not take unsolicited ideas (ideas not represented by an agent). Therefore it might be wise to try and find an agent at first. The Writers Guild of America website has a long list of agencies. The department that deals with show submission ideas is called the literary department (try and stay away from big time agencies like the Creative Artists Agency because the only way to be represented by them is with a referral from someone within the agency or industry, which I'm guessing that you don't have one). Also, many agencies do not take unsolicited submissions either (they require your submission to represented by an entertainment lawyer). The reason for this is because they don't want to go through the legalities in making sure that your idea is in fact yours and not plagiarized. However, you shouldn't have a problem finding agencies that will take your idea.
Step 4:
Instead of finding an agency you can try to submit your idea to lesser known production companies. Many of them will take unsolicited submissions as long as you sign a submission release form and send it back to them either by scanning it and emailing it or by regular mail. However many of these small time production companies have smaller budgets and therefore might not have the resources to help you with your show.
Once your idea has been accepted by an agency or production company, it's just a matter of time before everything gets planned/worked out. The most important thing to remember is to never give up. It might take you a few months of research and calling of production companies/agencies before you receive a thumbs up however as long as you are determined you should be ok.
