Hard-core and railway sleepers are a great low cost approach to building an effective foundation.
You can pick hard-core (broken bricks and slabs etc.) from a neighbour down the street! There's always someone who wants to get rid of bricks and slabs. If not, you'll have to find a local skip yard where you can buy hard-core.
Railway sleepers can be expensive in hardware supermarkets, but if you ask around, quite often you'll find some ideal timbers that you can use I wouldn't use anything with a girth less than 4 inches squared.
Okay, before you start laying anything you want a perimeter line of some kind to signify your shed. This can be a chalk line, 4 small posts representing each corner or anything else that draw a straight line you'll be able to stand back and see. Have a re-measure and start determining how level the floor is.
Now another supply you will need is cement. Gauge how much hard-core you will be using (better to lean towards more) and mix it will cement and water to create concrete. The key hre is that there are many different shapes and sizes of slab and brick in the mix. The different sizes mean that the hold' will be better and your foundation will last longer. This approach is better that just buying a ready mixed bag of concrete with small stones!
I also recommend purchasing a roll of fabric used for landscaping this serves two purposes. Firstly, it helps to alleviate problems with sinking stones in the concrete over time. And secondly, your foundation will be a lot more effective at loosing water. Long term exposure to water damages foundations like nothing else, and by having this fabric the water will have a much better chance at running off the foundation.
After the concrete has been laid, while it is still wet and lose you should use a breaker on it. This is a petrol powered tool that vibrates furiously and weighs a ton'. But pushing and dragging this up and down you'll be in a good position to place a 6ft (recommended) spirit level on the floor and make some final adjustments so it is level.
