Performance enhancement:

As the new iPad gave almost similar performance like the low-resolution iPad 2, there was an urgent need to come with a faster tablet.

The A6X central processing unit in the iPad 4 is considerably swifter than the A5X processor in the new iPad, giving two times the number crunching & graphics performance. As a speed enhancement is what several iPad users desired, it could be a major reason behind updating this device.

LTE compatibility:

Since LTE networks support is becoming a standard in the high end Android segment in the last two years, it becomes necessary for Apple to do something about it. Perhaps, this could be the reason why Apple produced iPad 4 only a few months after the new iPads launch.

Surface/Nexus 10 competition

Perhaps Apple was skeptical of the ever increasing competition in the tablet marketplace, particularly from the Microsoft's Surface, Google's Nexus 7, and many more.

By launching a fresh tablet now, the American manufacturer receives increased press attention it needs at this moment.

Decline in iPad sales:

iPad sales have traditionally increased all through the year. They generally accomplish their pinnacle in Apple's fiscal Q1, which actually coincide with the Christmas shopping season. After that, sales decrease in Q2 as potential consumers are waiting for a declaration of a new iPad. But, the new iPad sales have dropped dramatically in the last quarter.
