subject: Importer Security Filing ISF 10+2 [print this page] Beginning January 26, 2009, importers and vessel operating ocean carriers will be required to provide U.S. Customs and Border Protection CBP with advance notification for all ocean vessel shipments to the United States, which is called as Importer Security Filing, also known as ISF 10+2. Why is CBP requiring this information? The regulations are specifically intended to fulfill the requirements of section 203 of the Security and Accountability for Every (SAFE) Port Act of 2006 and section 343(a) of the Trade Act of 2002, as amended by the Maritime Transportation Security Act of 2002. The SAFE Port Act requires the Secretary of Homeland Security, acting through the Commissioner of CBP, to promulgate regulations to require the electronic transmission of additional data elements for improved high-risk targeting, including appropriate security elements of entry data for cargo destined to the United States by vessel prior to loading at foreign seaports. Who can file the Importer Security Filing? Responsibility for filing each ISF lies directly on the Importer, however, the Importer can have an Authorized Agent, with a Power of Attorney required, submit the filing for them. The Agent can be a Freight Forwarder or a Customs Broker. Informed ISF Compliance will begin on Jan. 26, 2010, in which failure to submit a Security Filing will result in a $5000 fine for each shipment. The following 10 Data Elements are required by CBP for each ISF Submission: Importer of Record Number Consignee Number Buyers Name and Address Sellers Name and Address Ship to Partys name and Address Container Stuffing Location Consolidators Name and Address Manufacturers Name and Address Country of Origin Harmonized Tariff Schedule(HTSUS 6 digits) Press Office The following is a list of messages returned by CBP
