If the composite materials are cohesive in nature, a Static Roller would serve the purpose. However, if the layer is made up of non-cohesive materials, a Vibratory Roller has to be employed.
How Does A Vibratory Roller Work
The leveling of a foundation comprised of cohesive materials can be done by a Static Roller. The only factors which matter are the weight of the Roller and the width of the tires. However, when the composite materials are not cohesive, a Static Roller becomes ineffective as the weight of the Roller simply displaces the materials apart from each other. Vibratory Rollers provide the solution as the vibrations result in a kneading action that seals the surface. Vibratory Rollers are thus indispensable in the construction of concrete roads.

Vibratory Rollers are broadly divided into four types:

4.Walk Behind Vibratory Roller: The Walk Behind Vibratory Roller is small in size and specially designed for compacting roads and foundations in narrow areas where the other Vibratory Rollers do not reach.
