There is no governing association or group who sets standards for gold club length. When a company claims that a golf club is "regulation" or "standard" length, this could be any size.
Unofficial Standard
Various golf club makers have their own standards for golf club lengths. However, clubs have to be manageable for golfers and have to be practical on the course, and that has created default industry-wide standard sizes.
Teeing Off

The typical length variation from club to club is between one-quarter and one inch. Usually, the 1-wood is used for teeing off, and therefore the longest length is used in this situation to give the maximum amount of "lift" to the ball.
Irons

Similarly to the woods, the irons are made decreasingly shorter as the clubs go down in size from the 3-iron to the 9-iron. Typically, each sequential club is either one-half to one inch shorter than the preceding club. This trend continues into the wedges (pitching and sand).
Men's vs. Women's
A women's 5-wood, marked with a "W," is typically smaller and shorter than the men's counterpart.
Club lengths can also vary depending on if the clubs are intended to be used by women or men. The sizes differ only slightly, but for more advanced players, the difference can be noticeable. Women's clubs are generally an inch shorter than men's clubs.
