More than likely you are going to need several employees that work at observing the many different colleges and universities that instruct students in fields that you would be interested in. They will need to pay attention to the grades the person is maintaining and to the potential for future growth in the individual.

You do not recruit graduates based solely on their grade point averages. You need to look at the entire package that you will be getting. You want to know how well they came to class and how often they were late or absent. This will tell you about the work ethics they possess. Sometimes strong work ethics are more important than the actual grade point average is. A lot of people are book smart, but lazy as a dog in the summer. For a good employee you want brains and drive.

Another possible way to recruit graduates is to advertise at the college that you would be interested in interviewing anyone about to leave the college with a specific degree. Then you could set up interviews with the different young scholars and choose between the most promising applicants.

Most companies do not have the employees readily available to do all of these things when they want to recruit graduates so they hire a professional employment firm that does have the people qualified to do this type of work. These firms are connected with the colleges and they are already on the lookout for promising young people. Some of the students will even have registered with the firm in case a company is seeking a new hire with the skills they will have upon graduation.
