It was because of Saddam Hussein invasion of Kuwait in August 1990 that the UN was provoked to impose Chapter 7 to Iraq. Since then, Iraq suffered a lot for this item allows the use of force against Babylon as a threat to International Security all throughout the globe. This makes it more painful than stuck splinter in your index finger. Moreover, billions of the assets are frozen because its International Banks are obliged to pay compensation to those Kuwaiti victims during the invasion.
However, it seems that UN is up to something that might cure the suffering Iraq from the numbing Chapter 7. Besides, UN was never against Iraq in the first place (it just had to maintain international peace between countries).
It was the Representative of the Secretary-General of the United Nations for Iraq, Martin Kobler who affirmed that UN needs to deal with all the necessary files to remove Iraq from Chapter 7 of the UN Charter.
"The main concern for Iraqis is coming up fast from Chapter VII of the United Nations. This concerns the relationship with Kuwait and there is a historical problem with this topic." Kobler added during a press conference held with Religion cat Governor of Karbala.
Martin Kobler just visited Kuwait and will visit the border of Iraq next week. He said that he is waiting for the results of the upcoming Arab League Summit to speak again with the Iraqi government officials. He needs to see that there has been a progress of relations between Iraq and Kuwait.
As Kobler stressed, "it depends very much on increasing mutual trust between the two countries. There is an impression that we are moving in the right way and there are signs of a solution in relation to compensation...all of these files must be dealt with."
Recently, Kobler reached Karbala and met with the head of the provincial council, Mohammed al-Musawi together with some of the members of the Security Council. The German UN representative seems to be in motion to make progress with the Chapter 7 of the UN Charter.
If the German UN Secretary-General Representative is giving positive motion towards the removal of Chapter 7 (the splinter) so is the Iraqi Bloc White Parliamentary President. Of course, he has to because he is a part of the country in the first place.
Jubouri stressed, "The visit by the Prime Minister to Kuwait last embodied an important turning point in relations between Iraq and Kuwait in the Iraqi-Kuwaiti relations promises to open a new page based on mutual respect. While we welcome the positive results achieved by Maliki of his visit to Kuwait, which put the main points that would address the most important outstanding issues between the two countries, we renew our call to the officials Kuwaiti to open a new page in relations between the two countries based on mutual respect and cooperation in all areas."
This progress was even more uplifted when the Iraqi Ministry of Planning, Ali Shukri affirmed that it will release approximately 5 million national cards with factory special ration card.
"The initial phase includes the establishment of a special factory for the ration card and contract to issue 5 million national card during the year 2012." Shukri said.
So, it seems that there have been movements going in and out of Iraq. Are these movements arriving at one destination?
However, no one actually knows where this movements go, not even the United Nations. Will Kuwait and Iraq become best of buddies (again)? Was move done by Prime Minister Nuri al-Maliki to Kuwait a success? You bet.
