Decorate the party area with Fedora hats, trench coats hung on coat racks, big, dark sunglasses, old spy cameras, on the party food table, top secret documents around the party area.
Place signs that read Authorized Personnel Only and WANTED on doors that open to the party area. Add spy movie posters on the wall as well. Some spy movies to consider include The Bourne Trilogy, Mission: Impossible, Austin Powers, James Bond, Spy Kids, Salt, Spy Hard, Get Smart (TV show and movie), and Johnny English.
Adorn the party area with balloons, streamers, and tableware bearing dark and mysterious colors such as black, blue, and deep red.
Create a TOP SECRET Banner by applying bold and definitive TOP SECRET lettering, such as that which would be found on TOP SECRET documents. Print each letter out on card stock paper and punch holes in the corners of each letter. Once the letters are punched, place ribbon through each of the holes together and tie securely.
