And you cant have cooperation if you do not have communication. You need to be able to communicate what needs to be done, but you also have to get across why it is important. Now if you're in the military or work for the government, then you probably dont have to explain why something has to be done a particular way, you just do it like that.
But in the real world, there are many benefits to not running your organization as a tyrant or dictator. Sure, the ultimate decision is yours to make, but if you can not get everybody to buy into what is going on, you are going to have real trouble keeping qualified people working for you. You may keep one or two, if they are family members and are just waiting for you to die to collect their inheritance, but if you want to build a long lasting business that continues to thrive, you are going to need other individuals to believe that it's worth it to them.
It comes down to how you treat people, and yes it may perhaps be their job and if they dont like it, they can always leave, but explaining and talking to them like they are men and women goes a long way towards making men and women feel loyal and happy. And a happy worker is more loyal and a happy worker is much more productive. You dont want to coddle them and lose the respect between the levels of management, but you do not want them hating the individuals that they are supposed to be looking up to and listening to.
And communication between these levels is what helps keep everything moving in the right direction. People respond to the way you treat them and if you're always bringing the hammer down, it wears on them and eventually you lose all of the good individuals that you want to keep around. That definitely does not mean that you have to baby them, you just need to treat them like men and women and assets and not replaceable pieces of machinery.
It's going to go a long way in the attitude that they bring with them on their way into the building every morning. When things have to be changes or adjusted, explain why the new way will be better and try not to just spring it onto everybody with no warning ahead of time.
