The Cuban don't have the latest precautionary equipments possessed by the United States such as the submarine robots, the deepwater rig equipment and they did not possess the readymade platform to take preliminary relief measures in short span of time.
According to Wayne Smith declared in the Carter and Reagan administrations declared that, Cuba is equanimous to embark on the off shore Oil and natural gas drilling at the start of the next year. Wayne Smith also remarked that this oil venture will yield good fortune for Cuba, buy they should be mindful on the drilling methods since the drilling is taking place 90 miles away from Florida. A Tri-national Initiative for Marine Science and Conservation Conference took place recently; the representatives of various countries were present in the conference and the focused on the kinship among the Cuba, Mexico and United States and not on oil drilling.
