Consistent training should be started as early as possible in order to be able to successfully stop the dog from barking. If the puppy is barking to let you know he needs the toilet still give the command to stop barking but praise the puppy for using the toilet properly. With consistent training the dog should soon learn that barking is not an acceptable way to behave.
