SLC TRIB, along with the Mayor's Office of Culture and Diversity, SLC ACLU, Utah's Department of Work Force Services, Utah's Department of Labor and Utah's Workers Compensation Fund - ALL had recently created city-enforced and state-wide ordinances making it illegal to discriminate in the workplace by citizens as employers or employees against illegal immigrants Utah enticed CONTRA federal Law.

In doing so, Salt Lake City thumbed its nose at bordering states left picking up the billions upon billions of dollars of resources in containing a problem Utah was fueling by knowingly breaking federal law in enticing illegal and undocumented immigrants across states lines as a reward for both employment and anti-discrimination policies.

Utah's insatiable appetite for illegal immigrants required beyond the allotted H2 VISA amount created Soldier Barrett's death. If Barrett had instead acted as a Mule' transporting Illegal immigrants to Utah Soldier Barrett would have been dining with Salt Lake City's finest instead of being gunned down as an AWOL soldier whose death Salt Lake City's establishment, through the SLC Tribune and ACLU, placed the responsibility at the feet of the Military!
