One thing is to see what is happening at your opponent's base when you're scouting it , and another thing - to understand the situation, and make correct conclusions.

Let's go deeper into this matter, and examine several examples:

*)In the beginning of the game you see your opponents base, and there is a small amount of workers. There are two possibilities:

Good one - your enemy can't play.

Bad possibility - your opponent is preparing for a rush. Make sure you are ready.

*)If you see your opponents base without any structures, but resources are gathered - don't be happy. His structures are built somewhere else, possibly - they are built near you.

*)You scout Terran or Protoss having 2 Barracks (Gateways) without any Vespene gathering - make sure you are ready for marines or zealots rush.

*)Zerg army directly depends on his larvae amount, and you can see how many Zerglings are on their way. For example, if your opponents had 3 larvae , but all of them became activated right after Spawning pool was finished - they will probably have 6 Zerglings inside.

*)If you see your opponents is harvesting Vespene gas in an aggressive matter - they will have new technologies and advanced armies soon.

*)If your opponents has 2 Vespene gas refineries in the start of the game - it means he is planning mass production of advanced units.

Those are general rules of thumb, but to have better understanding of what is going on in your enemies base, it is highly advised to play each race several times, and completely know its tech-tree and units weaknesses and strengthes.
