Dr. Victor A. Carreno works as a Aerospace Engineer and Aerospace Technologist for the National Aeronautics and Space Administration or NASA. He is also the man behind the creation and development of Single Frequency Multitransmitter Telemetry System (SFMTS).

Although Carreo was born in Dominican Republic, his family migrated to Puerto Rico when he was barely a child. Hence, Carreo grew up in Guaynabo City. He developed his interest in electronics and mathematical problems when he was a child. He went to Margarita Janer Palacios High School where he graduated with honors and got the highest grade both in mathematics and science in 1974.

The same year, Carreo attended the University of Puerto Rico where he earned his Bachelor of Science Degree in Electrical Engineering four years after. After graduation, he submitted his application to NASA and was accepted. He was assigned to the Aircraft Electronics System Branch, Flight Electronics Division of NASA. In 1983, Carreo was re-assigned in Fault Tolerant Systems Branch, where his work involves developing techniques assessing analytically the digital system upset caused by lightning-induced transients

In 1983, Carreo invented the Frequency Multitransmitter Telemetry System. In 1985, he finished his Masters Degree in Electrical Engineering from the Old Dominian University. A year after, he received the patent for his invention SFMTS and was granted the U.S. Patent 4,631,538.

In 1997, Carreo completed his Doctoral Degree in Computer Science from the University of Cambridge in England. Ten years after, he retired from NASA. With all the significant contributions that Dr. Victor A. Carreo has given, he is indeed a pride not only to Dominican flag but also to Puerto Rico flag.
