Many students and young people will not jump to the opportunity to work for free. The free part of volunteering may not be what grabs their attention, but maybe if they know their peers will look up to them for their good hard work, that will be more of an incentive.
If the youth in question are in school, they can be given points or some kind of merit system for all the volunteer work they perform so that they get a type of reward for the time they put it.
By the end of the school year or term the students can be given certificates, or trophies. The more volunteer work they do, the more they have the chance toward the rewards.
In addition to the awards, you could split the class up into groups and teams. Rotating jobs amongst themselves will be a good way to allow everyone to have a different experience.
Constantly encourage the students and congratulate them on the work they are doing, so that they will want to continue what they are doing for you. If this is done in front of other students who are not a part of the program, so that this can be encouragement for them as well.
If students who are volunteering gets a better grade in class than the students who don't, this may also be great motivation for other students.
A little encouragement and motivation can go a very long way with students and can be all the incentive they need. Seeing this, other students will want to be involved as well.
