The new town is a flagship project of Patel Realty India Limited. Dr Ramgoolam pledged last night that in the next three years he will "do away with the infrastructural deficit" that the country has accumulated.
"This project brings into perspective the transformational agenda of my government. "Neotown is an ambitious project and will impart new dynamism to the capital city. Port Louis by day is a bustling, vibrant city but by night, it quietens down and offers nothing apart from the Caudan. This is about to change," he said.
The new project will make use of the development potential of the Les Salines region "which has been left going to waste" and will sit astride the "Dream Bridge", which will cost Rs8 billion to build. The township will boast residential, commercial, office and leisure space catering for all tastes over 60 acres.
The new Christian Decotter Cruise terminal will sit at the marine entrance of the city. Construction and management of the project will be delegated to Les Salines Development Limited a wholly-owned subsidiary of Patel Realty.
The first phase of the project will cost an estimated $500 million and the total cost is estimated at $1 billion. "This project is another clear sign of the confidence foreign direct investors have in Mauritius. It is a major symbol of the unbreakable historical ties that bind Mauritius and India," said Dr Ramgoolam.
Patel Engineering the parent company of Patel Realty currently has $2.3 billion worth of projects in the pipeline, said its President, Pravin Malkani. He added that the stable economy and democracy of Mauritius will position it as a gateway to Africa. "The Neotown project will be built over 60 acres of land, comprise 10 million square feet of construction space and use up to 23 million manhours over the construction phase.
We have gone to great lengths to give the project strong green dispositions," said Mr Malkani. Neotown is in line with the strategic development plan of Les Salines region developed by the government and will give a wholly new dimension to the capital city.
Patel Engineering has built 78 dams, 40 hydro power stations and 175 kilometres of tunnels it specialises in micro tunnelling. The company boasts a 5,000+ workforce across the globe and is present in numerous countries. "Growth in any country is dependent on connectivity and infrastructure. Growth and improving quality of life, has always been one of our pursuits," said Rupen Patel, the company's Managing Director.
Patel Neotown Port Louis, aims to reconnect the city to the waterfront and strategically encourage the development of Port Louis on the Western coastal side of the M1 Motorway. The township is being developed with the concept of Leisure, Culture, Business & Lifestyle, and encompasses developments ranging from apartment complexes, offices, shopping malls, hotels, casinos, entertainment areas, marine gardens, and tourist heritage centres.
Patel Realty has developed two similar projects before, one in Bangalore and a second in Delhi. Andrew Fisher, a renowned architect, along with Landscape Master Planners, "Site Concepts", are leading the huge consultant team from Singapore, India, U.S. and Dubai. The entire engineering logistics is being handled by Patel Engineering.
Once fully completed, the project envisages permanent local employment opportunities for minimum of 10,000 people. Going forward, the expected gross investments are estimated to be in excess of $500 million.
