The employee, of course, will be paid for their time on the job. Most of the time these contracts only cover a month or two, and in some cases three or four months.
Without having the ability to give employees a chance to work in a company for a short period of time, companies are not able to truly test out their skills and see what they are capable of. With this results in is more stringent interview processes and more people being denied positions that they are able to do or qualified for. This type of economy, this is the last thing the workforce needs. Unemployment has been high for the past few years, and thus far it has shown no signs of going down. A contract hiring situation will give people a chance to work somewhere that they know they can pull off well that they would otherwise not be able to get.
Though practicing contract hiring could help with some of the unemployment problems the country is facing today, chances are they were not help substantially. There is always abuse in the system with these types of things, which would completely negate the purpose of the process in the first place.
For many companies these days, getting an employee under a contract hire is a good course of action; but for many companies and corporations, it is just not the right answer.
