Test out the bed by turning on the heating pad at different temperatures. Tested with your palm and if it feels too hot to you it is very likely to feel too hot to your pet as well.

Of course, energy efficiency is important and therefore you only want to have the heating pad switched on when the bed is in use. Also, try to make sure it is on during the night and turn it off in the morning.
