In recent months, some major events have taken place. From politicians to common people, none of us can afford to overlook them. The war in Iraq is over, but public order remains turbulent. The Middle East conflict drags on and bloodshed continues. Terrorism keeps rampant and unpredictable. Globalization hasn't made everyone a winner. In the fields of finance, information, health and others, there exist hidden security threats. The international situation is really undergoing a complicated and profound transformation. We are living in an interdependent world. Our common interests and common challenges bind us. Unless the international community joins hands, no peace and security can be achieved. According to the UN Charter, the UN Security Council is the core of such a mechanism and the most authoritative and legitimate institution of the multilateral security regime. The UN Security Council has played an irreplaceable role in maintaining world peace and security and its unique features have enabled it to continue to play an important part in the future world order.

First, the Security Council is the principal venue for multilateral cooperation. The problems in the current world are complex. No one can take on challenges single-handedly. The situation in Iraq shows that unilateral approaches cannot bring peace or security, but only damage trust and cooperation among countries. The Security Council Resolution 1511 and other resolutions passed by consensus have testified again that multilateralism can serve both as a sharp tool and a strong shield to meet the common challenges. The Security Council has its sacred power under the UN Charter and acts on behalf of the member states. Its decisions reached through multilateral consultation reflect the common aspiration of the international community and enjoy high authorities both politically and morally.

Second, the Security Council is a key platform for democracy in international relations. Any decision of the Security Council must be made jointly by all its members. The members are democratically elected by respective regions based on the principle of equitable geographic distribution. The Security Councils collective decision-making mechanism is an effective guarantee for problem resolution through consultations among parties.

Third, the Security Council is a core institution for peaceful settlement of disputes. It is the only organ with the mandated power under UN Charter to decide on the use of force in international relations. The Security Council not only advocates peaceful settlement of disputes and deploys peacekeeping operations, but also makes compulsory intervention under special circumstances. Therefore, it is a powerful tool to keep the international relations stable.

The type of a world order to be established relies on the nature of the multilateral mechanism we have. The establishment of a peaceful, democratic, fair and equitable world order calls for a strong United Nations and its Security Council. This relies on our collective will and joint efforts. Therefore, we should carry forward the spirit of the UN Charter, guard against expediency in the Security Council, and encourage the Security Council to make greater efforts to tackle traditional and non-traditional security concerns, and actively conduct preventive diplomacy and make it one of the effective tools in conflict prevention and peacemaking.
