Economic development, social progress and environmental protection are the three major pillars of sustainable development. The idea of overall coordination and sustainable development places environmental protection at a position as important as economic development. It calls for the support of a series of environmental protection laws. Through many years of efforts, China has enacted and promulgated 9 environmental protection laws, over 10 resource protection laws related to environment, over 30 environmental laws and regulations, and 466 environmental standards. If these laws and regulations can be fully implemented and be gradually perfected and amended in practice, they will play a more significant role in the comprehensive coordinated development of society, economy and environment. The government should give further play to its function of macro regulation and control, enhance its capacity to conduct "green control", and lead the society away from a sole pursuit of economic growth to a pursuit of the coordinated development of economy, society and environment.

Environmental protection has three elements: the first is publicity, the second laws, and the third technology. Publicity serves to enhance the public awareness of environmental protection. Laws serve to penalize acts of pollution and eco-destruction. Technology helps to set up environmental protection standards, implement environmental monitoring, and transform non-sustainable modes of production. First of all, a green GDP statistical system should be established to gradually replace the traditional GDP statistical system. GDP is a single indicator to measure economic growth. But in practice, it has almost become the sole indicator of social progress. The biggest weakness of this indicator lies in the fact that it does not involve the environmental costs incurred in the process of economic growth. For instance, the more patients, the more developed the medical industry will be, and the higher GDP. Therefore, GDP is not human-oriented indicator. The green GDP indicator is an economic growth indicator taking the environmental costs out, with human needs as its core. If China can take the lead in establishing and using the green GDP indicator, it will signify an overall reform, as well as a major contribution to mankind.

Secondly, an environmental compensation mechanism should be established to achieve coordinated development between urban and rural areas and between different regions.
