Submitting Poetry - For some people writing is a major aspect of their academic interests and poetry comes with the territory. But this goes back to the concept of keeping your application concise, powerful, and memorable. It may very well be the case that submitting your "best" poetry will make your application but not in a memorable way. First consider the medium of poetry; it is perhaps the most subjective form of writing and an admissions officer overloaded with applications to read is not going to sit there and marvel and ponder the meaning of your poem. Even if it's good, it's not going to impact your application because it won't make up for a major weakness and is irrelevant. On the flip side, if the admissions officer takes the time to read it and thinks its bad, managed to hurt yourself. The only exception that can be made for this is if you won a prestige poetry competition on a state or national level because then your submissions carries some weight.
